Which version? I tried in Disco/19.04 with e.g. “firefox” and had no such problems.
19.04. This first happened to me roughly a week ago and I can’t seem to replicate the glitch anymore now that I’m actually trying to, so I am going to assume it has been fixed.

0.14.1-0ubuntu1, which is still the most current version, even in Eoan, so I think not.
This happens when add a second application menu In another panel or remove the first menu and place a second one in its place. Can confirm this on my latest install on my work system.
