The L use to stand for LXDE but in later releases now means LxQt desktop.

I tend to agree with @tenplus1 in that the L came from the desktop itself, originally LXDE and in recent times LXQt.

Lubuntu is a living project, which means its aims & goals can change with time, a part of which is different people helping with the project and making it achieve those team goals.
