Is there a special reason for that?
I can install it with the following line:
sudo apt install qt5-style-plugin-cleanlooks
But in Lubuntu 22.10 the Widget Style Qt Style ‘Cleanlooks’ was part of Lubuntu right after the installation of Lubuntu.

I don’t see that on lunar as you describe.
However, I don’t see any seed differences to explain it

exploration, and I suspect the difference is related to lxqt-config
though I didn’t confirm it (I’m lacking time currently sorry)
lxqt-config (1.2.0-1ubuntu2) lunar; urgency=medium
* Really suggest instead of recommend qt5-style-plugins
