Is there a way to modify my IP address on Lubuntu 24.04?

Well, there’s networks and then there’s networks. Sure, you can modify your IP address on your local area network pretty darn easily. The IP address on your wide area network (read: Internet) is a different story. I note the OP¹ wants to change the IP with a particular condition on their request:

Since such things² are typically used by folks to hide their IP address, and specifically the one associated with their WAN. This is the one that can be easily revealed on the Internet. Here you can see that and what other aspects of your device are exposed publicly here:

That said, the question at hand likely has to do with changing the WAN IP. That’s a hard no on really any device/OS, at least not without some intermediary between you and the public Internet or some ability to request a different address from your ISP. I’ve not ever encountered an ISP that would even listen to such a request, so let’s just consider that second option extremely hypothetical. So really, the answer is no³.
