I would like to modify my IP address on Lubuntu 24.04, is it possible without a VPN or proxy?

It is possible, as @Wolf314 indicated, though you need to adjust the method used in the article for your LXQt desktop.
I right-click the NetworkManager tray on my Lubuntu 24.04 LTS Panel, and I get a number of options, which allow me to enable/disable networking, enable/disable wifi, … and EDIT CONNECTIONS. That is what I’ll use, so I click that.
That opens a Network Connections dialog where I can select the device, in this case I’ll select “Wired connection 1” for this change…
It opens a box of settings for this connection, where I can select IPv4 or IPv6 tab depending on which IP address I want to use…
If I select the IPv4 setting tab, I see that this connection has “Automatic (DHCP)” as the current method… If I wanted to specify an IPv4 address I’d just change that Method to “Manual” and then enter the values I want in the boxes below that.
If I wanted to set a IPv6 address; its’ almost the same.
The manual in “Advanced Networking” may concentrate on VPNs, but that is a specific use case.
Do you consider we need to add a section/page in the manual on setting IP addresses?
If you’ve changed an IP address from DHCP to manual on any other OS, it’s almost the same with Lubuntu/LXQt so users don’t usually have trouble, but explaining how to change it to manual usually gets users into trouble if they don’t already have a reasonable understanding of networking & TCP/IP. A page simply telling a user how to use that dialog, will in my opinion, get newbies/beginners into more trouble than it not being there; which is why most books I have that cover it for OSes usually spend many pages giving an networking address overview before touching that subject.
Well, there’s networks and then there’s networks. Sure, you can modify your IP address on your local area network pretty darn easily. The IP address on your wide area network (read: Internet) is a different story. I note the OP¹ wants to change the IP with a particular condition on their request:

That said, the question at hand likely has to do with changing the WAN IP. That’s a hard no on really any device/OS, at least not without some intermediary between you and the public Internet or some ability to request a different address from your ISP. I’ve not ever encountered an ISP that would even listen to such a request, so let’s just consider that second option extremely hypothetical. So really, the answer is no³.

² Technically, they’re the same. VPN services don’t so much as create true virtual private networks so much as they implement Internet proxies by means of VPN protocols.
