Are you sure the self-check ran on the installation media?

yes and it pass i can navigate at the system but the problem is with the user
Not having the useradd command, which is what the error suggests, is a very strange and unlikely problem. I would try installing again.

useradd is found in the passwd package, and is a core Ubuntu package. You didn’t provide release details that I can see either.
