Hello everyone. I’m using lubuntu 24.04 and my cpu doesn’t work at full speed. it’s core 2 duo T8100 @2.10 GHZ on a Dell studio 1535 laptop. The maximum frequency at full load is 1600 MHZ. Speed step and dual core are enabled in bios.
What governors are you using? How are you testing the load?

Cpupower-gui may be a useful tool
It can be installed by
sudo apt install cpupower-gui
Neither does mine and ain’t nothing to worry over.
Most Intel processors have a feature called “Speed Step”.
Have a read.

The most simple solution would be dust that got sucked in over time and now lowers cooling power. In this case the laptop needs to be opened and become cleaned.
