When I click the menu icon on the Chrome browser, the pop-up’s edge is black.
The same thing happens when I right-click.
The chrome version is 119.0.6045.159 (Official Build) (64-bit)

Lubuntu 22.10 reached End of Life some time ago, and is thus unsupported here.
We may provide support if your question is specific to moving to a supported release of Lubuntu, but do note Lubuntu 22.10 release-upgrades to Lubuntu 23.04 which will reach it’s own EOL in January 2024, meaning your release-upgrade path will be gone.
In the settings under appearance, click Use GTK or Use QT, that may fix it.
It doesn’t work when I change theme to GTK or QT.
The issue is solved after upgrade Lubuntu from 22.10 to 23.04.
