Trying to install in a Virtualbox, got this error and the installer stopped.
Likely either a network issue or a problem with the ISO.
Oddly the install seemed to succeed. I could boot the VM into 19.10 after removing the virtual install image.
So then, yeah, probably a temporary network issue.
This is a little bug (occurs only when there is a socket timeout).
Please check, that the file /etc/apt/sources.list is created correctly.
The output of grep -P '[A-Z]{3,}' /etc/apt/sources.list
should be:
