The do-release-upgrade is available with version 24.04.1, expected on August 15.

I’m in the Ubuntu News team, and we [re-]posted an announcement for the release of Ubuntu 24.04 LTS which includes the following
Users of Ubuntu 23.10 will soon be offered an automatic upgrade to 24.04. Users of 22.04 LTS will be offered the automatic upgrade when 24.04.1 LTS is released, which is scheduled for the 15th of August. For further information about upgrading, see:
The Lubuntu Release Notes of 24.04 LTS include a link to the official Ubuntu release notes, which include the exact text I’ve quoted above.
The release of Ubuntu 24.04.1 LTS is scheduled for 15 August 2024; the release-upgrade I’d expect to open after that date (even though the wording I’ve quoted does not include the word ‘after’)
[Releases are always a Thursday; but upgrade taps are usually not opened until early the following week, but the Ubuntu Release team decide based on factual evidence of QA & bugs reported by users]
